Summary The primary purpose of the position is to operate diagnostic ultrasonic scanning equipment to produce cross sectional and two-dimensional pictures of internal organs and body structures used to diagnose diseases and other medical conditions. Independently performs complex ultrasound examinations. Schedule patients for examinations. Evaluates the nature of critical and emergency procedures, and rearranges patients scheduled to accommodate them. Responsibilities A Recruitment/Relocation Incentive may be authorized for a Highly Qualified Individual. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until April 07, 2023. The initial cut-off date for referral of eligible applications will be April 28, 2022, with subsequent cut-off dates every two weeks until 04/07/2023. Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled. Applicants who are referred will be considered for 90 days, after 90 days applicants will have to reapply. Duties include but not limited to the following: - Performs in a hospital setting a variety of ultrasound examinations ranging from the routine to the highly specialized. - Reviews patients' prior images to obtain additional information in order to localize organs and vessels examined. - Receives patients, explains methods of procedure, position patient, selects and sets technical and computer factors, selects proper transducer, selects the appropriate protocol and parameters necessary for the required procedure and make exposures to record diagnostic images. - Assists the management team with the collection of statistical data needed to monitor and improve the clinical service. - Independently makes standard examinations. - Notifies radiologist of significant scans requiring their immediate attention and visualization while patients are undergoing examinations. - Knows and understands the principles of ultrasonography and the highly specialized equipment well enough to essentially determine acceptability or rejection of each scan. - Independently coordinates scheduling of patients for US examinations in a manner to allow for optimal flexibility of scheduling for emergency patients while maintaining high volume through-put. - Evaluates the nature of critical and emergency procedures and rearranges patient priorities to accommodate them. Qualifications Basic Requirements: United States Citizenship: Citizenship of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. There are no specific educational requirements for this occupation. Licensure or Certification is not required for this occupation; however, it is strongly desirable as evidence of possession of the essential knowledge, skills, and abilities. Registration by Cardiovascular Credentialing International (CCI) or by the American Registry of Diagnostic Medical Sonographers (ARDMS) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable. English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English Education and Experience. At least 1 year of experience comparable to the next lower grade level (GS-08), which is directly related to the duties of the position to be filled and must fully meet the KSAs at that level. This would be specialized experience which demonstrates possession of the knowledge required in order to provide all aspects of diagnostic ultrasonography services. Grade Determinations: GS 09: Experience: At least 1 year of experience comparable to the next lower grade level GS 08, which is directly related to the duties of the position to be filled, and must fully meet the Knowledge, Skills Abilities (KSA) at that level. This would be specialized experience which demonstrates possession of the knowledge required in order to provide all aspects of diagnostic ultrasonography services. For Reference GS-8 Assignment - This represents the full performance level for medical instrument technician (diagnostic ultrasound). At this level the technician is required to perform a full range of procedures including special complicated examinations for which there are no standard instructions or procedures. They perform independent portable ultrasound examinations in the intensive care units, emergency room, surgery, and throughout the Medical Center when required. They also work independently on evenings, nights, and weekend tours of duty as scheduled and/or when on call. For Reference: GS-8 KSAs - Demonstrated Knowledge, Skills and Abilities - 1. Ability to perform diagnostic ultrasound examination on multiple areas of the body, including, but not limited to, the abdomen, pelvis, transvaginal, chest, small parts, thyroid, breast, and scrotum. 2. Ability to perform vascular studies such as vertebral, renal artery, aortic aneurysm, portal-systemic shunts, etc. 3. Ability to assist radiologists with biopsy procedures determining the location, depth, and required needle angle for the lesion to be sampled. 4. Ability to assist in surgical procedures and fluid aspirations. In addition to the requirements listed above, candidates must demonstrate the following knowledge, skills, and abilities (KSA).1. Knowledge of the more complex examination and treatment procedures and techniques in order to provide training and supervision in these procedures, to evaluate and initiate performance improvement projects, and to write policies, procedures, and protocols that pertain to diagnosticultrasonography.2. Knowledge of JCAHO and other regulatory requirements.3. Ability to communicate effectively and professionally with employees at varying grade levels.4. Ability to manage and supervise employees.5. Ability to provide, or provide for, staff development and training. Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation. Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
